Terms
of reference :
- To review
the present position/progress/problems in basic, clinical applied
and operational studies in biomedical research during the Ninth
Plan period Suggest priority areas for research in these areas
during the 10th Plan Period and mechanisms to avoid
duplication overlapping, ensure optimal utilization of existing
institutions and bring about transparency and social control in
research work and ethical issues accountability and greater public
exposure.
- To review
the current situation regarding development, testing and quality
control of drugs and devices both in the modern system of medicine
and ISM & H and suggest priority areas for research and institution
strengthening required during the 10th Plan Period.
- To review
manpower position and infrastructure available for research in
research institutions, universities, medical colleges and service
institutions - suggest mechanism for optimal utilization of these
human resources and facilities during the 10th Plan.
- To review
current status of inter-agency, inter-ministry collaboration in
priority areas of research - suggest mechanism of improvement
during the 10th Plan.
- To review
the situation regarding research agencies addressing priority
areas of research identified by service providers and implementation
of major suggestions for improvement of services emerging from
research studies by health service providers and suggest mechanism
for improvement of these during 10th Plan Period.
- To review
the existing inter-relationships between medical education and
research during 9th Plan and suggest measures for improving
the utilization of research potentials in educational institutions.
- To study
current status of access to research information from India and
abroad to researchers in India, suggest mechanism for research
information dissemination, central clearing house for facilities
for biomedical research information.
- To review
the current investment in Bio-medical Research and Health Services.
Research by various agencies and project requirements to address
the identified priorities during the 10th Plan Period
- agency wise.
The Chairman
may form sub-groups and co-opt official or non-official members
as needed.
The TA/DA of
non-official members of the Committee will be paid by the ICMR as
admissible under Govt. rules by the Department of Health. The TA/DA
of the official members would be paid by the respective Govt. Departments/Institutions
to which they belong.
The Working
Group may submit its report by 31st March, 2001.
