Terms
of reference :
- To suggest
a comprehensive policy framework for Wildlife Sector for the 10th
Five Year Plan taking into account the weakness and gaps observed
in legislation, institutional and enforcement mechanisms observed
during the 9th Five Year Plan.
- To suggest
development goals, strategy, portfolio of schemes/ programmes for
the management of wildlife sector in the 10*h Plan alongwith financial
outlay.
- To evaluate
the present status of zoo management and suggest the future plan.
- To consider
the management plans of various national parks, biospheres and sanctuaries
and suggest specific guidelines in view of national and international
commitments.
- To review the
existing organizational set up for the implementation of the various
programmes on the control of poaching and illegal trade in wildlife
products and suggest a strategy for the 10^ Plan.
- To review the
implementation of eco-development project and suggest future strategy
for mobilization of financial resources for the implementation of
the scheme.
- To make recommendations
regarding mobilization of requisite
financial resources for fulfillment of various goals and objectives
set
for wildlife Sector.
- To examine
status of faunal bio-diversity in the country and its regional variation
review. Working of ZSI and suggest a time-bound plan for documenting
faunal bio-diversity.
- Any other issue,
which the working group considers relevant
The
Chairman of the Working Group may set up sub-groups / task forces
for in-depth studies on specific issues.
The
working group may invite any non-official / expert for participation
in the working group. The expenditure on TA/DA in connection with
the meetings of the working group will be borne by the Planning Commission.
The non-official would be entitled as per rules and regulations of
TA/DA applicable to Grade-4 officers of the Government of India.
The working group
would submit the final report to the Planning Commission by the 30th
September 2001.
