Terms
of reference :
- To review
Statewise present status of farmers participation programme (Participatory
Irrigation Management (PIM) and their physical and financial achievements
vis-a-vis targets of Ninth Plan and to identify the impediments
and short comings in its implementation.
- To formulate
Statewise action plan for taking up PIM programme with physical
targets and financial outlays for the Tenth Plan.
- To review
and assess the training needs at various Ievels and to suggest
financial requirements and action plan for its implementation.
- To review
the status of monitoring and evaluation of PIM activities at the
National/State/Project level and suggest improvements.
- To review
the organizational institutional and legal changes made at the
State level including modification of State Irrigation Acts and
suggest further changes required in these aspects to promote and
sustain the PIM programme during Tenth Five Year Plan.
- To assess
the extent of involvement of NGOs in promoting PIM with the infrastructure
set up available in the States. Also suggest the extent of financial
support to be given to MGOs/Co-operatives/Voluntary Organisations/private
entrepreneurs for PIM activities.
- To examine
the role and feasibility of private sector participation in irrigation
projects as well as the extent of privatization (i.e. the entire
project or its components) so that the projects could be implemented
and completed early to derive the benefits from the projects.
- To identify
the projects in which private sector participation could be implemented.
- To consider
administrative legal and financial aspects involved in private
sector participation in irrigation projects.
- To take necessary
steps for participation of beneficiaries and private sector in
upkeep of assets created.
The Working
Group may co-opt a Member(s) as may be required.
Expenditure
of the Members on TA/DA in connection with the meetings of the Working
Group will be borne by the respective Departments/Ministries/Organisations.
Expenditure in respect of non-official Members will be borne by
the Planning Commission as per rules and regulations of TA/DA as
applicable to Group A' Officers of the Government of India.
The Working
Group shall submit its final report to the Planning Commission by
31st March.2001.
