Terms
of reference :
- To critically
appraise the policies, programmes and achievements of SSI sector,
including coir and khadi & village industries, in relation
to production, employment (both direct and indirect) and exports
during the Tenth Plan period and to anaiyse the reasons for shortfalls,
if any, and suggest appropriate remedial measures.
- To suggest
a policy framework for the development or SSI considering socio-economic
objectives, ' training needs, modernisation, technological upgradation,
quality improvement\productivity, employment generation, exports,
etc for the Tenth Plan and set targets for each year of the Tenth
Plan period. The Working Group may give special emphasis on service
units, self- employment, incentives to SSI units to graduate to
medium and large scale, to improve the strengths of S'SI sector
to enable them to face global competition in view of the economic
liberalisation.
- To suggest
measures for increasing the productivity of Individual workers/artisans/entrepreneurs
through training, improved tools, equipment and process, common
facilities, quality standards, ate.
- To suggest
measures for dispersal of small scale industrial activities, particularly
in relatively backward states/areas, hill areas, rural areas and
effective reduction of regional imbalances in industrial growth.
- To set out
objectives and suggest schemes and programmes for the promotion
of SSI, Tiny, Village and Service units for their growth during
the Tenth Plan period with a perspective period of 10 years.
- In the tight
of the physical targets suggested for the Tenth Plan period for
production, employment and exports, to make estimates of Plan
outlays required for promotional/developmental schemes and the
investment required m the sector, to achieve the above targets.
- To recommend
the role of the government, voluntary and other agencies, particularly
small industry associations keeping in view the socio-economic
objectives and their strategy for development.
- To estimate
the requirements of institutional finance/credit and to suggest
measures co achieve the flow of required institutional finance.
The Working Group should also suggest innovative measures for
meeting the requirements of working capital and term loans.
- The Working
Group may also suggest innovative financial instruments for raising
funds from the capital market for meeting the financial requirements
of the SSI sector.
- To estimate
the requirement of tools, equipment and machinery, common facility
centres, testing facilities, etc, to meet the suggested targets
of production.
- To review
the existing training facilities, entrepreneurship development
and estimate requirements during the Ninth Plan period and to
suggest measures to meet the requirements in quantitative and
qualitative terms.
- To estimate
the requirements and availability of critical/scarce raw materials
and other inputs and make recommendations for meeting them.
- To recommend
effective marketing strategies, including the role of consortia,
State Small industrial Development Corporations, large houses,
NSIC, etc.
- To review
the existing planning and monitoring mechanism at Central/State/Local
levels and to recommend measures to improve the same to build
up a comprehensive data base for SSI sector.
- To review
the working of the existing R&D institutions and to suggest
measures for their reorganisation, revitalisation and linkages
with other R&D establishments in defence, electronics, universities,
etc, to meet the objectives of the Tenth Five Year Plan. The Working
Group may also suggest appropriate time-bound R&D programmes
and mechanism for their commercial utilisation, dissemination
and delivery to the ultimate users of technology.
- To recommend
a suitable strategy for promotion and augmentation of exports
and suggest annual targets for the Tenth Plan period with a perspective
plan for a period of 10 years. The Group may also work out an
estimate for indirect exports from the SSI sector.
- To review
the growth of ancillary units over the Ninth Plan period and to
make recommendations for the Tenth Plan with a 10-year perspective.
- To examine
the feasibility and desirability of bringing all SSI products
under quality certification by upgradation of quality standards,
testing facilities etc.
- To review
the implementation of the recommendations made by the Study Group
on Development of SSEs and also implementation of the policy modifications,
new policy measures, etc, announced by the Government for the
development and growth of SSI sector.
- To make such
other recommendations as are considered appropriate.
The working
group may co-opt such official(s) or non-official(s) as member of
the group as considered necessary. The working group may also constitute
sub-group(s) is so desired.
The expenditure
on TA/DA in connection with the meetings of the Committee will be
borne by the parent Department/Ministry to which the official belongs.
The non-official members of the Committee will be entitled to TA/DA
as permissible to Grade-I officers of the Govt. of India, and this
expenditure will be borne by the Planning Commission.
The term of
the committee will be six months from the date of this order.
