Terms
of reference :
- To review
the existing machinery and systems of Monitoring and Evaluation
in the Central Ministries/ Departments for Central/ Centrally
Sponsored Schemes/ Projects and State Plan Schemes;
- To suggest
the measures for strengthening the M&E organisations in the
country;
- To suggest
institutional framework for linking M&E results with planning,
policy making and public spending;
- To suggest
the areas of use for IT in the M&E system to make it effective
and meaningful; and
- To suggest
measures to involve the research institutions, universities, Panchayati
Raj Institutions, voluntary organisations (NGOs) to improve the
quality of M&E in the country.
The Chairman
of the Committee may associate such official or non-official as
its members and constitute sub-committees as may be felt necessary.
The non-official
members of the Committee will be paid TA/DA by the Planning Commission
as per SR190 (a) for attending meetings of the Committee.
The Committee
shall submit its report by the end of May 2001.
