Terms of Reference :
- To review
the achievements and contributions of the Public Sector Enterprises
(PSEs) in relation to the objectives towards fulfilment of the
national goals.
- To review
the role and relevance of Public Sector in the context of liberalized
economic scenario and identify areas where it will continue to
play a major role.
- To recommend
policy measures for making PSEs internationally competitive.
- To identify
reasons for unsatisfactory performance of PSEs and recommend measures
for improving their performance and resource generation to enable
their self-sustained growth and reduce their dependence on budgetary
support.
- To identify
Public Sector Enterprises (PSEs) for conversion to joint ventures/privatisation
and suggest modalities and time-frame for their privatisation/conversion
to joint ventures.
- To recommend
measures for rationalizing work-force including effective measures
for re-training, redeployment and social safety net.
- To review
the existing systems of MOUs, Navratnas/Mini-Ratnas, reference
to BIFR, etc. and recommend measures for making them more effective.
- To recommend
measures/methodologies for closing down non-viable PSEs and suggest
modalities to discharge various liabilities arising out of closures.
- To make any
other recommendations as may be considered appropriate.
The Working
Group may co-opt such official (s) or non-official as member of
the Group as considered necessary. The working group may also constitute
sub-group (s) if so necessary.
The expenditure
on TA/DA in connection with the meetings of the group will be borne
by the parent Department/Ministry to which the official belongs.
The non-official members of the Committee will be entitled to TA/DA
as permissible to Grade-I officers of the Government of India and
this expenditure will be borne by the Planning Commission.
The Working
Group s will submit its report within six months.
