In the context
of formulation of the Tenth Five Year Plan (2002-2007) it has been
decided to set up a Steering Committee on Committee on Family Welfare
(including Health Care for Women & Children and Population Stabilization).

Terms of Reference
1. To review
- the current
demographic projections for the Tenth Plan (2002-2007) and beyond
and the time by which the country's population is likely to stabilize.
- the goals indicated
in the National Population Policy (NPP) 2000 and the strategy to
achieve them.
2. To undertake
and appraisal of implementation of strategies programmes of ongoing
Family Welfare Programmes, recommend modifications of ongoing programmes,
and sugges future strategies and new intiatives to be taken up during
the Tenth Plan for achieving the objectives indicated in the NPP 2000.
3. To review the
functioning of family welfare infrastructure and manpower in rural
and urban areas and suggest measures for rationalizing, restructuring
the infrastructure, strategies for improving efficiency of implementation
of the programme and for the deliver of services.
4. To review the
presen status of involvement of
- organized and
unorganized sectors of Industry and trade labour unions in the Family
Welfare Programmes and recommend ways and means for increasing their
participation in the programms
- Private, voluntary
& non-government sector
- PRI and people
themselves.
5. To asses the
current status and furture requirements (short, medium and long term)
of basic, clinical applied and operational research in reproductive
& child health and family welfare.
6. To review the
achievements in terms of goals set in the Ninth Plan and suggest appropriate
corrective measures and recommend required outlay to achieve the targets
for the Tenth Plan.
The Chairman may
form sub-groups sub-groups and co-opt official or non-official members
as needed.
The TA/DA of non-official
members of the Committee will be paid by the Planning Commission as
admissible under Govt. rules. The TA/DA of the official members would
be paid by the respective Govt. Departments Institutions to which
the belong.
The Steering Committee
may submit its report by 30th April 2001.
