In the context
of the formulation of the Tenth Five Year Plan (2002-07) concerning
Financial Resources, it has been decided to set up a Steering Committee.

The Terms of
Reference of the Steering Committee are as follows:
- to assess the
resource scenario for Plan financing in respect of the Centre including
Union Territories as well as the States for the Tenth Plan.
- to estimate
domestic savings for the Tenth Plan in the light of past trends
and all the relevant factors affecting saving habits.
- to present
estimates separately for Centre (including UTs) and the States for
the Tenth Plan in respect of tax revenues and surpluses of public
sector including those of enterprises.
- to examine
the trends in the capital market and money market and their impact
on the flow of funds for financing plan outlays of public enterprises
during the Tenth Plan.
- to examine
the prospects of flow of external assistance available for Plan
financing during the Tenth Plan in the light of recent trends with
regard to utilisation of external aid for externally aided projects,
flow of foreign direct investment, etc.
- to examine
the prospects of private investment (domestic and foreign) during
the Tenth Plan, and
- to examine
critical policy issues which would affect the availability of finances
for both public and private investment, and make recommendations
in this regard.
The Chairman
of die Steering Committee, if deemed necessary may constitute sub-Group
and/or co-opt additional members.
The expenditure
on TA/DA etc. of official members in connection with the meetings
of the Steering Committee will be borne by the respective Government/Department/Institutions
to which the member belongs. Non- Official Member will be entitled
to TA/DA an admissible to Grade I Officers of the Government
of India and this Expenditure will be paid by the Planning Commission.
